Holly Smith is a lawyer and consultant based in Hong Kong. From 2009 to 2015, she served in the Office of the United States Trade Representative as a Director for Intellectual Property and Innovation, a Director for China Affairs, and a senior policy advisor to the Deputy U.S. Trade Representative.

At the Office of the United States Trade Representative, Ms. Smith led the formulation of U.S. trade policy towards China, Hong Kong, Korea, India, Pakistan, and Thailand on issues related to intellectual property and innovation.

In addition, she led the 2014 Special 301 review of India’s intellectual property laws and policies and the 2014 Out of Cycle review of India, ensured implementation of Korea’s IP-related commitments under the U.S.-Korea Free Trade Agreement, negotiated intellectual property-related outcomes with China as part of the 2013 and 2014 Strategic and Economic Dialogue and Joint Commission on Commerce and Trade summit meetings, and negotiated all intellectual property-related outcomes in the 2014 U.S.-India Trade Policy Forum.

She also assisted the Deputy U.S. Trade Representative in developing trade and investment policy towards Asia and sub-Saharan Africa, including overseeing Trans-Pacific Partnership (TPP) negotiations.
